The proposed project is located at 1721 Pleasant Grove Boulevard. It is bounded to the west by Eskaton Roseville Manor, to the south by open space, to the east by a City-owned parcel that was set aside for a well and future fire station, and to the north by Pleasant Grove Boulevard which has single-family homes across the street.
The 4.96-acre site was identified in the General Plan and North Roseville Specific Plan as a high-density residential site with up to 98 residential units. The proposed project will support the City’s affordable housing requirements and will provide 98 residential units with a combination of 1, 2, and 3-bedroom units appealing to a variety of household sizes. The residential units are configured in two L-shaped three-story, 49-unit buildings that frame south-facing courtyards. These buildings are set back from Pleasant Grove Boulevard with generous amount of landscaping and a meandering sidewalk. Elevators will be accommodated in each building in order to make all units accessible (or adaptable) to residents. Each building also includes resident laundry and indoor bicycle parking amenities.
A centralized community building is located between the two residential courtyards. This building provides property management and maintenance, resident services, community clubhouse, and a mail and parcel area.
There are two vehicular driveway entrances, one at each end of the property. These serve the parking area which is provided on the west, south, and east end of the residential buildings per the City’s development standards. Pedestrian entrances to the site are on each end of the buildings and between the two residential buildings. On-site pedestrian circulation generally will not need to cross drive isles except to access trails within the City’s open space, and to access a community garden proposed along the western property line.
The buildings are articulated with warm earth tones and a rich palette of materials. Brick veneer is incorporated at the building base, and a combination of cementitious siding and cement plaster is used to accentuate building forms on all levels of the building. The prominent building corners are emphasized with a gabled articulation clad in metal siding. This articulation also is incorporated into the clubhouse. This proposed project provides a high-quality residential community that will serve a wide variety of household sizes and compositions.
